National Policy and Regulatory Developments

It’s been another busy and critical few months for the European wind industry. Crucially in September, the European Commission unveiled the Wind Power Package, a comprehensive plan to accelerate the build-out of wind energy in Europe and strengthen the competitiveness of European wind energy manufacturing.

The package outlines 15 immediate actions to get the industry back on track, including ensuring the right auction design – that means using price indexation to account for rising input costs, including pre-qualification criteria and advising against uncapped negative bidding – and the doubling of funding for clean tech manufacturing under the next call of the EU Innovation Fund to €1.4 billion. The European Investment Bank (EIB) is also going to step up their investments in wind energy, for the first time investing in factories and manufacturing capabilities as well as individual wind farms.

The plan also calls for permitting processes to be digitised. Along with other good rules in the Renewable Energy Directive and the Emergency Measures, particularly the Overriding Public Interest principle, this should go a long way in tackling the permitting bottlenecks we have seen in many countries over the last few years.

It’s now up to National Governments to implement these actions to ensure the viability of the wind industry supply chain – ensuring that Europe’s energy transition is made in Europe as well.
